60°F (about 16°C) is mild. A long-sleeve top or a light sweater with pants is comfortable, and a light jacket handles the cooler evening. It is classic layering weather, so bring something you can add or remove.
Once it drops below about 50°F (10°C), a proper coat over a sweater is the call. Between 50 and 60°F a jacket usually does it, and below 40°F you want a warm winter coat with a hat and gloves.
Whatever the temperature calls for, plus a waterproof rain jacket or a compact umbrella and water-resistant shoes. A hood beats an umbrella in wind, which tends to turn umbrellas inside out.
